The Demise of the 28-Clause Peace Initiative for Ukraine: How Peace Negotiations Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been contained. A senior US official spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: another massive barrage of aerial bombardment on Kyiv.

The Pattern of Peace Talks and Military Action

The chain of conflicting incidents captured the harsh reality of the recent timeframe. By day, negotiation efforts are fought: optimistic declarations are issued from various governments. Significant resources is devoted on restraining particular approaches. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "peace".

Nighttime Reality

As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is able to track missile launches from enemy soil, a capability enabled by current data. From observation points, military aircraft that had been scrambled to engage hostile aerial threats streaked across the sky – advanced fighter aircraft delivered to Ukraine by NATO members.

Shortly after, Kyiv's anti-aircraft weapons thundered: defensive missiles targeted at a incoming threat. This was a sophisticated defense system at work, presumably provided by partner states. Every deployment creates sudden vibrations, shaking the windows. The instant of fear quickly gives way to resigned acknowledgment: possibly the incoming missile won't cause damage this time, sparing the city from devastation and additional electricity failures.

Continuous Dangers

Soon after, a heavy machine gun engaged a drone close by, part of a defensive team – almost certainly Western-made equipment. Sadly, the shots failed to hit the hostile drone – it maintained course toward its destination.

With pauses, this continued until dawn. Kyiv greeted the early updates: seven people killed, damage and utility failures in numerous residences as a result of the night's assault. As typically, everyone still maintained normal activities – living the war. But those 24 hours encapsulated Ukraine's essential dependence on Western support – a reliance that European nations are clearly incapable to substitute in the immediate future.

Failed Diplomacy

The 28-point plan from Washington generated strong feelings, discussion and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.

Every new proposal from American administration unfolds according to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually win the battle. This cycle will, no doubt, continue.

Strategic Calculations

It is convenient to criticize particular leaders of consistently pushing Russian terms. But that does not seem to be the complete picture. US administration operates on a principle familiar among international relations experts: you cannot win at the negotiating table what you have failed to defend militarily. The American government believes that it is unrealistic to compel Moscow to surrender the areas that it presently holds in Ukraine's south or east.

The problem is that while recognising this factual reality, US leadership does little to deter Moscow, through words or deeds, from assuming that the status quo will not shift further in its benefit in the near future.

Opposing Positions

Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their motivation to agree to terms that does not give them the maximum possible gain is close to zero. There may be many attempts to end hostilities, but they will persist as long as Russia's government remains completely certain in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still hold out, progressively conceding lives and land but preventing a complete military breakdown until situations evolve in its favour.

Current Realities

Realistically, there are no actual prerequisites for a ceasefire. Now, personal considerations are becoming relevant: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unworkable, so that their focus does not switch to internal issues. And although their task will now be considerably more difficult after recent developments, it remains very improbable that this will change their overall approach.

These two forces are influencing discussions.

Conclusion and Outlook

It took a only one week to terminate the proposed articles of the latest plan. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, recent disclosures, all served their function.

While new initiatives based on established approaches are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and show specific hesitation to modify developments, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, largely rely on continued Western support.
